Abstract:East-west cooperation for poverty alleviation is a practical innovation in poverty governance, regional collaboration, and coordinated development in China. Analyzing the process and mechanisms of this cooperation provides scientific insights for advancing theories of east-west poverty alleviation and innovating its transformation pathways. Using typical cases of industrial cooperation between Beijing and Hebei, this paper examines the co-evolutionary process and interaction mechanisms among the stakeholders in this collaborative effort. The research shows that: 1) the industrial cooperation for poverty alleviation between Beijing and Hebei has gone through three phases: the embryonic period of industrial collaboration, the deepening period of industrial assistance, and a new era of industrial cooperation; 2) the evolutionary process of this cooperation includes two stages: the identification and connection of collaborative resources, and the integration and allocation of these resources. This process enhances the dynamic capabilities of governments and enterprises in Beijing and Hebei to identify, integrate, and allocate resources while adapting to external changes, facilitating a shift towards collaborative evolution in poverty alleviation; 3) the mechanism of collaborative evolution in this industrial cooperation is rooted in the complementary resources of Beijing and Hebei, which serve as the resource foundation of co-evolution. The improvement of both parties" dynamic capabilities provides the capability foundation, while two-way interactions between government and enterprises serve as an external support. Through ongoing coordination, feedback, and adaptive adjustments, government and enterprise entities in Beijing and Hebei continuously enhance their dynamic capabilities, make more precise decisions in response to development needs and external changes, optimize resource allocation, and advance the synergistic effects of industrial cooperation for poverty alleviation, showing a gradually increasing trend.
