Abstract:Effectively solving the problem of village level public service supply in China and clarifying the important position of village collective organizations in public service supply are important guarantee for achieving comprehensive rural revitalization. Based on an onsite survey data in Ningxia and applying the propensity score matching method, this paper examined the impacts of the fiscal support to strengthen village level collective economy policies on village level public service supply and analyzed the heterogeneity of the impacts on different village level public service supply. Results show that the proportions of villages receiving 1 million yuan and 2 million yuan of financial support funds are 45.5% and 13.2%, respectively. Among them, villages receiving 2 million yuan of financial support funds have the most significant improvement in their village level public service supply capacity. Financial support policies can effectively promote the overall supply of village level public services and the supply of public utilities. In the supply of various public services, fiscal support policies have a stronger promoting effect on household waste treatment facilities, cultural activity venues, pension for the elderly in need, and office expenses. Heterogeneity analysis shows that the effect of fiscal support policies is more prominent in suburban and large villages, and the greater the support and the longer the effective period, the more obvious the policy effect. Therefore, to enhance the public service supply capacity of villages, this paper suggests: fully leveraging the supportive role of fiscal policies for village level collective economy, adopting policy implementation plans tailored to local conditions and villages, and continuously playing the core role of village level collective economic organizations in the supply of public services at the village level.
