Abstract:Rural property right transfer market is an important carrier for the transfer of rural resources and assets, and it is a key medium to increase the value of rural property rights. Promoting the standardized development of the rural property right transfer market is an effective means of breaking the urban-rural dual structure and promoting rural revitalization. Based on the developing situation and foundation of the rural property right transfer market, this paper thoroughly analyzed the achievements and existing problems, and explored the path of further standardized development. Results show that with the continuous reform of the rural property right system, the institutional framework has been gradually improved, the market system has initially taken shape, the property right trading has increased, the trading mechanism has been continuously standardized, and the service capacity has been steadily improved. The rural property right transfer market has established a development pattern in which public institutions, enterprises and other combinations developed communally, and online and offline markets complement each other. However, there still exist many problems, including the multiple management of the regulatory authorities, the lagging reform of the rural property rights, the ambiguous positioning of the market and the imperfect construction of the market system and supporting service system. Therefore, this paper provides the following suggestions: strengthening the top-level institutional framework design, accelerating the progress of rural property right reform, improving the supervision of the transaction process, generalizing typical successful experiences, and exploring new modes and paths of rural financial services.
