乡村振兴人才培养的留农效果研究——以“一村一名大学生” 人才培养工程为例

    摘要:

    乡村振兴的关键在于人才振兴,培养懂农业、爱农村、爱农民的“三农”工作队伍,将人才留在农村,对于全面促进乡村振兴有着重要意义。本文基于家庭农地流转的角度,以“一村一名大学生”人才培养工程为例,利用江西省12县(市、区)2 552份农户问卷调查数据,采用Probit模型,分析农民参加乡村振兴人才培养工程的“留农”效果,探讨其影响机制。结果表明,在其他条件相同的情况下 ,参加过“一村一名大学生” 人才培养工程的农民其家庭转入农地的概率比没有参加过的高56.7%,表征农民参加乡村振兴人才培养工程能显著地促进农民其家庭转入农地的概率,提高了“留农务农”的人才培养政策效果。人才培养的留农效果因培养方式、学历层次和农民年龄不同而存在较大差异,函授教育方式比远程教育方式高7.1%、专科教育比本科教育高17.9%、低龄组比高龄组高23%。因此,为提高乡村振兴人才培养的留农效果,提出政府要加大对乡村振兴人才培养的投资和宣传力度;根据不同培养方式、学历层次和农民年龄,制订差异化培养方案;鼓励符合条件的农民积极提升教育水平,优化乡村振兴人才培养层次,提高人才培养质量。

    Abstract:

    The key to rural revitalization lies in talent revitalization. It is of great significance to comprehensively promote rural revitalization to cultivate a “three rural” work team that understands agriculture, loves countryside and farmers, and keeps talents in countryside. Based on a survey data of 2 552 farmers in 12 counties (cities and districts) of Jiangxi Province, taking the talent training project of “one college student in one village” (OCOV) as an example, this paper empirically analyzed the impact mechanism of farmers’ participation in rural revitalization talent training from the perspective of rural land transfer by using the Probit model. Results show that: under other conditions of the same condition, the farmland transfer rate of those families with participation in the OCOV is 56.7% higher than that of those families without participation in the OCOV project, indicating that participation in the OCOV project can significantly promote farmland transfer and improve the effect of talent training policy of “staying in agriculture”. Research also finds that the promotion effect of talent training varies greatly among different training methods, educational levels, and students’ ages. The promotion effects of correspondence education, specialized education, and young age group on farmland transfer were 7.1%, 17.9%, and 23% higher than those of distance education, undergraduate education, and old age group, respectively. Therefore, to improve the effect of rural revitalization talent training, the government should increase investment and publicity in talent training for rural revitalization, formulate differentiated training programs according to different training methods, educational levels and different farmers’ ages, encourage qualified farmers to improve their education level actively, optimize the educational level of rural revitalization talents, and improve the quality of talent training.
