职业流动对受雇农民工就业质量的影响——基于中国劳动力动态调查数据的分析

    实现高质量就业是当前受雇农民工流动的主要驱动力,职业流动能否提升受雇农民工的就业质量,对这一问题的探究有助于促进我国劳动力市场向着公平竞争、高质量就业的方向发展。基于2016年中国劳动力动态调查的数据,运用最小二乘法和内生转换模型,分析职业流动对受雇农民工的影响效应。结果表明,职业流动的发生对受雇农民工的就业质量有0.78%的正向影响,并且不同类型职业流动的影响效应存在明显差异,其中高技能流动和行业内流动都能显著提升受雇农民工的就业质量,提升程度分别为4.84%和2.78%;低技能流动和跨行业流动都能显著降低受雇农民工的就业质量,降低程度分别为2.87%和1.26%。平均处理效应显示,已经发生了职业流动的受雇农民工如果未发生职业流动时,就业质量会下降11.42%。倘若未发生职业流动的受雇农民工能发生职业流动时,其就业质量能上升15.46%。受雇农民工提高就业质量的最佳选择是高技能且行业内流动,低技能者无论是行业内流动还是跨行业流动都会显著降低就业质量。据此,提出针对受雇农民工开展职业技能培训,帮助受雇农民工提升人力资本水平;完善公共就业服务体系,提供及时、准确的就业信息,引导他们实现理性、有序的行业内流动,降低跨行业流动造成的损失等建议。

    Abstract:

    The current mobility of employed migrant workers is mainly driven by the achievement of high-quality employment. Hence, exploring the issue of whether job mobility can improve employed migrant workers’ employment quality will drive China’s labor market to develop in the direction of fair competition and high-quality employment. Based on the CLDS data in 2016, this paper analyzed the influences of job mobility on employed migrant workers’ employment quality by the ordinary least squares model and the endogenous switching regression model. Results indicate that job mobility has positive impacts on employed migrant workers’ employment quality (0.78% increase) with significant heterogeneity among different types of job mobility, where high-skilled mobility and intra-industry mobility significantly increased employed migrant workers’ employment quality by 4.84% and 2.78%, respectively, while low-skilled mobility and cross-industry mobility significantly reduced the employment quality of employed migrant workers by 2.87% and 1.26%, respectively. The average treatment effect indicates that if the employed migrant workers with occupational mobility, did not have occupational mobility and their employment quality would decline by 11.42%. If the employed migrant workers without occupational mobility had occupational mobility, their employment quality could increase by 15.46%. The best choice for employed migrant workers to improve the employment quality is high-skilled and intra-industry mobility. Both intra-industry and cross-industry mobility of low-skilled workers could significantly reduce their employment quality. Hence, this paper proposes the following suggestions: providing vocational skill trainings for employed migrant workers to increase their level of human capital, improving the public employment service system to provide timely and accurate employment information, guiding employed migrant workers to realize rational and orderly intra-industry mobility, and reducing the losses caused by cross-industry mobility.
