虚拟水战略视角下的湖南水密集型产业布局优化调整研究

    从虚拟水战略视角出发,运用定量模型方法,分别构建虚拟水战略背景下的农业与工业生产布局诊断与调整模型,以湖南14个地区为研究对象,对各区工农业生产布局与水资源之间的匹配关系进行科学诊断。结果表明,湖南农业布局现状同虚拟水战略背景下的湖南农业理想布局模式存在较大的差异,其中,长沙、株洲、湘潭和岳阳4地区农业布局过密,而湘西自治州、怀化、张家界和永州4地区农业生产布局过疏;整体上来看,虚拟水战略背景下湖南农业结构调整的主要任务是增加农业生产的布局密度;湖南工业布局整体上与水资源之间的匹配关系不太理想。其中,长沙、湘潭、娄底、株洲、衡阳、郴州6地区为工业布局过密区,已经或者最有可能出现水资源供给不足和季节性缺水现象;张家界、永州、湘西自治州、岳阳、益阳、怀化、邵阳7地区为工业布局过疏区,尚可加大工业布局密度,充分利用区域水资源。

    Abstract:

    From the perspective of virtual water strategy, and the method of quantitative model was utilized, this paper has constructed an agricultural and industrial production layout diagnosis and adjustment model under the background of virtual water strategy, and then taking the 14 areas of Hunan Province as the object of study, it diagnosed the matching relationship between the industry and agriculture production and water resources scientifically. The result shows that there has a bigger difference between the situation of Hunan agriculture layout and its ideal layout mode which is under the background of virtual water strategy. Among the 14 areas of Hunan, the agricultural layout is overcrowding in Changsha, Zhuzhou, Xiangtan and Yueyang. However it is too sparse in the region of Xiangxi, Huaihua, Zhangjiajie and Yongzhou. As a whole, the main task that adjustment of Hunan agricultural structure based on virtual water strategy is to increase layout density of agricultural production, and the matching relationship between Hunan industrial layout and water resources is not ideal. And among them, the industrial layout of 6 areas contained Changsha, Xiangtan, Loudi, Zhuzhou, Hengyang and Chenzhou is dense, where insufficient water supply and seasonal water shortages has been happened or it is most likely to appear in the future. In contrast, the industrial layout of 7 zones including Zhangjiajie, Yongzhou, Xiangxi, Yueyang, Yiyang, Huaihua and Shaoyang is too sparse. What’s more, they should have augmented the density distribution of industry and made full use of regional water resources.
