The traditional urbanization difficult to continue, the transformation of economic development mode,complementary relationship model between urbanization and population transfer, determine that the core of new urbanization in China is the people’s urbanization. Now, our country rural labor transfers with the trends that non-agricultural employment promotes the transfer of rural labor, urbanization lags behind the land urbanization, migrant workers and the new generation of migrant workers expand the number, but the new urbanization and migrant workers citizenization accelerate the household registration system, facing limited differences of social security, land system, the difficulties of its level limit, therefore measures must be taken to eliminate the household registration the inequity of policy measures, improve the coverage and security level, strengthen labor education and training.
