The equalization of basic public services for the integrated development of urban and rural to promote internal demand in two urban and rural economic structure, urbanization and industrialization, promote social equity and justice, to solve "three rural" problems. The integration of urban and rural equalization of basic public service in the dilemma is public service system is not perfect, the public finance investment, lack of public services in rural areas is weak, the government public service mechanism is not perfect.
