This paper firstly points out that migrant workers returning home for business and new rural construction are of theoretical and practical significance. Lays out the dynamic mechanism of migrant workers returning home for business including the social capital, the development environment, the transformation of economic development mode, then analyses the interactive relationship between business and new rural construction. Subsequently analyses the current situation, pointed out the major issues, including their capital accumulates inadequacy, lacking of preferential policies, the entrepreneurial environment needs to be improved. Finally, on the basis of the above analysis, from the organization leader, policy support, financing channels, migrant workers quality, development environment, propaganda and so on, this paper puts forward countermeasures and suggestions.
