It is an effective way to promote urban and rural harmonious development that balancing increase of city construction land and the decrease of rural residential land. It provides us a new thought how to realize the intensive economical use of land and to protect arable land. This paper predicts the potential need and supply of the linkage of the increase of city construction land and the decrease of rural residential land in planning target year 2015, 2020 through analysis of the land use structure and population data of 1996 to 2008 in Wuhan metropolitan area. The method used in this paper is the per capita index. We set the year 2008 as the base year of planning and put forward the high, medium and low hook scheme to work out the potential link respectively, and choose the suitable hook plan and propose the relevant policies for Wuhan metropolitan area. The result indicates that when choosing the medium and low hook scheme, Wuhan metropolitan area has the ability to carry out the link work
