Tendency of China’s Rural Labor Transfer and Policy Suggestion

This article analyzes the characteristic of rural labor transfer, which are large amount of transfer and ascendant trend, he increase number of transferring within province, multiple occupations transfer and diversified purpose for transferring. This article proposes that transferring rural labor can not be based on the expense of agricultural decline. It should avoid developing unordered urbanization and pollution problems of the development of non-agricultural industries. In the routing design of rural labor transfer, this article suggests that it should develop the functions of governmental policy support, establish the market of land transfer to provide financial assurance for rural labor transfer, develop local characteristics and develop labor intensive industries to absorb the nearest transfer of labor force and promote the industrialization of agriculture and the local transfer of rural labor.
