Achievements, Problems and Policy Recommendations of National Key Ecological Projects——a Case Study on Inner Mongolia Autonomous Region

Since the implementation of national key ecological engineering, ecological engineering of Inner Mongolia Autonomous Region has achieved apparent effect, achieved the overall containment and control area significantly improved preliminary, grassland vegetation coverage increased obviously, the per capita net income of farmers and herdsmen increased significantly, realized coordinated development of the ecological benefit, economic benefit and social benefit. But there are still many outstanding problems, including less investment relative to large area of grassland, singleness of project construction content; poor production condition of the majority of farmers and herdsmen, high dependence on the grass, facing tremendous pressure in the transfer of population; relatively short compensation period and low standard. Therefore, on the basis of giving consideration to both the grassland ecological function and production function, both ecological protection and pastoral interests, we need to integrate the ecological capital, enrich the contents of the construction, improve the construction and the compensation standards, give the initiative to farmers and herdsmen on the basis of the red line in a strictly defined ecological protection in the future.
