Optimization of Supply and Logistics Management of Chinese Energy Biomass and Improvement of Industrial Policy

  • the logistics efficiency of biomass has become the operation key of success or failure of biomass energy enterprise. In our country, the current biomass energy supply system and logistics management and decision, there are outstanding problems in four aspects, including strategy and decision, logistics environment and system, logistics operation and competition, supply chain synergy. Obviously, must get an improvement and optimization from two aspects:(1)from macroscopic aspect we need promote and improve the biomass energy mechanism, industrial policy and supporting measures. Measures including: self-discipline of regulators, promote moderate exclusive, avoid the vicious competition in supply system; as soon as possible put forward the policy of Co-firing of biomass and fossil energy; fourwheel drive by Administrative power, public opinion, farmers involved awakening and market mechanism; capital financing and biomass green channel policy. (2)Based on the biomass energy enterprise's activity, the micro optimization policy include: strengthening the organization's strategic vision and logistics sensitivity; the construction of the dynamic reconfiguration agent team based on relationship management; participate in advance, concurrent engineering and developmental window of opportunity; additional contract and contract binding for cutting the asymmetric information; the adaptability reform of production system facing to supply logistics system
