Rural Water Management Status,Healthy Development Thought and Policy Proposals in China

During the Eleventh five-year period, rural drinking water safety achieved a historic breakthrough. Irrigation facilities and pumping station renovation obtained significant progress. Water conservancy construction resumed their growth. Agricultural water use efficiency continued to improve. Water conservancy experiment in pasturing area saw its first effect. Industry management capability was improved significantly. The policy supporting system improved constantly. But rural water conservancy is still faced with many problems. Many projects are aging and disrepairing. The management is weak. The way to use water in agricultural field is simple. The steady growth of the investment mechanism has not been fully established. Rural water conservancy management mechanism must be redesigned. Local water conservancy bureau ought to entrust infrastructure management and management rights to the Rural Water Association. The input of public finance is dominant. Rural Water Association acts as the main management body and the water price regulates water resources demand and utilization efficiency. In order to promote the healthy development of China rural water conservancy, suggestions are put forward: to deepen the reform of water resources management system, strengthen rural water cooperation organization, perfect water price forming mechanism, increase infrastructure investment, and improve the protection ability of water resources.
