Study on Economic Compensation Standard for Peasant Households in Cultivated Land Preservation Based on Opportunity Cost

Peasant households as important subjects of cultivated land preservation were lacking active to cultivated land preservation，which resulted mainly from their more loss of opportunity cost of cultivated land preservation. An economic compensation mechanism of cultivated land preservation should be established to give the peasant households economic compensation. The key of economic compensation mechanism operation is to determine a reasonable and feasible compensation standard. It was analyzed the principle and foundation of determine the economic compensation standard for cultivated land protection of peasant households in terms of food security and according to opportunity cost loss of cultivated land protection of peasant households. It was further raised a technological way of calculating the compensation standard. On the basis of annual cost loss of cultivated land protection, and by synthetically considering economic compensation desire of peasant households and supporting capability of the government, the annual compensation standard was specifically determined. In the case of Xiaozhangjia Village in Maocun Town of Tongshan County, the compensation standard was calculated. The result showed that the protection compensation standard was 7200 yuan/hm2 for wet land and 8700 yuan/hm2 for dry land in 2008.
