Study on resource endowment, cognition, institutional environment and citizen’s willingness: A case study of Tibet

Abstract
Under the background of economic and social transformation and development, citizenization of the new generation of agricultural and animal husbandry migrant workers has become the consensus of the government and the society. Based on a survey data in Tibet and from the perspectives of the resource endowment, institutional environment and cognition, this paper analyzed the factors of the willingness of the new generation of agricultural and animal husbandry migrant workers to become urban citizens by the structural equation model and explored the influencing mechanism of the willingness of the new generation of agricultural and animal husbandry migrant workers to become urban citizens. Results show that 82.32% of agricultural and animal husbandry migrant workers have the willingness to work in cities, and they have a strong willingness to become urban citizens. The standardized path coefficient between the resource endowment and the citizenization willingness is 0.721, and resource endowment obviously affects the willingness of the new generation of agricultural and animal husbandry migrant workers to become urban citizens. The resource endowment has a significant positive role in promoting the citizenization willingness of the new generation of agricultural and animal husbandry migrant workers. Although the institutional environment and the cognition have positive impacts on the citizenization willingness of the new generation of agricultural and animal husbandry migrant workers, the impacts are lower. In addition, the citizenization process of the new generation of agricultural and animal husbandry migrant workers has no significant impacts on the willingness to change of citizens. Finally, this paper provides some policy suggestions, including promoting the optimization of human capital structure, effectively changing the mode of labor force transfer, and setting up targeted thinking.
