Abstract:
Allowing collectively-operating construction land into market is a breakthrough to realize the integration of urban and rural development. However, how to enter the market is a hot issue in the current rural land reform. Based on the current situation of rural collectively-operating construction land, using the concept of "field" in physics, this paper analyzes the dynamic field and discusses the dynamic elements and realization path of the circulation of the collectively-operating construction land trust. Results show that in the dynamic field the income growth prospect and other value demands of rural collective economic organizations and farmers are the internal driving forces, the demand for urban-rural integrated development land and the circulation of the trust are the impetus forces, the relevant national policy guarantee is the supporting force, and the successful experience of land trust circulation in contracted land is the traction force. Trust object, subject, and product and institutional guarantee are the core of the dynamic field and the control point of path planning. Therefore, to optimize the market entry path of collectively-operating construction land in the path planning for the trust circulation of the collectively-operating construction land, this paper suggests: taking these driving forces as the basis, clarifying the scope of trust property, standardizing the rights and obligations of the trust subjects, optimizing the trust product structure, and improving the land trust system and supporting systems.
