工作转换对农民工人力资本回报的影响研究

The effects of job mobility on the human capital returns of migrant workers

  • 摘要: 农民工在城市劳动力市场频繁转换工作,已经成为农民工市场的普遍现象和重要特征,工作转换产生的收入效应,反映了人力资本与岗位的匹配效率,而人力资本在农民工工作转换过程中起着怎样的作用?基于中国城乡劳动力流动调查( RUMIC)面板数据,运用内生转置模型,估计了工作转换对农民工人力资本回报的影响,探讨专用人力资本和通用人力资本投资回报的异质性问题。结果表明,农民工换工作现象较为普遍, 34.5%的农民工有换工作的经历。在控制其他因素条件下,工作转换提升了通用人力资本回报(教育回报),却降低了专用人力资本回报(培训和工作经验回报):转换工作的农民工其教育的回报大于未转换者,转换工作农民工的教育投资回报率为 3.18%,略高于未转换者 2.25%的回报率。而未转换工作的农民工其培训收益大于转换者的培训收益 (10.11% VS 8.36%),未转换者工作经验回报也高于转换者,未转换者外出时间每增加一年,其收入增加 1.09%,而转换者外出时间每增加一年,其收入仅增加 0.93%。研究表明,工作转换并不利于农民工收入增加及就业质量提升。因此,提升农民工就业质量应鼓励农民工稳定就业、适度流动。

     

    Abstract: Changing jobs occurs frequently in the rural migrant labor market. The income effect resulting from the job mobility reflects the matching efficiency between the training background or work experience of human capital and the job responsibility requirements. Based on Rural Urban Migration in China (RUMIC) data, and applying Endogenous switching regression model, this paper examined the impacts of job mobility on the returns of human capital and also explored the heterogeneity of the returns of common human capital and specific human capital. Results show that 1) changing jobs were prevalent for migrant workers: 34.5% of them have job changing experience; 2) job mobility can increase the return of common human capital and will decrease the return of specific human capital; 3) the return to education of migrant workers with job changing experience is greater than those who without: the changer’s return to education increased by 3.18 percent, while the stayer’s return to education only increased by 2.25 percent; 4) the training benefits of migrant workers without job changing experience were higher than those with job changing experience (10.11 percent VS 8.36 percent); and 5) the return to work experience of workers without job changing experience was higher than that of the workers with job changing experience. This research illustrated job mobility is not conducive to the income increase and employment quality improvement of migrant workers. Based on the findings of this research, migrant workers should be encouraged to change jobs moderately in order to enhance the quality of employment.
