武汉城市圈城乡建设用地增减挂钩潜力分析

Potential Analysis on Linkage of Increase of City Construction Land and Decrease of Rural Residential Land in Wuhan Metropolitan Area

  • 摘要: 城乡建设用地增减挂钩作为促进我国城乡统筹发展的有效手段,为"两型社会"背景下武汉城市圈建设中如何实现集约节约用地,切实保护耕地的目标提供了新的思路。本文通过分析武汉城市圈1996-2008年土地利用结构及人口数据,以2008年为规划基期年,按照人均用地指标法,预测规划目标年2015年、2020年城乡建设用地增减挂钩需求潜力和供给潜力,并据此提出高、中、低三种挂钩方案,分别测算出其挂钩潜力,选出适合武汉城市圈发展的挂钩方案,并就挂钩开展提出相关政策建议。研究表明在采取中、低挂钩方案时,武汉城市圈完全有能力开展挂钩工作。

     

    Abstract: It is an effective way to promote urban and rural harmonious development that balancing increase of city construction land and the decrease of rural residential land. It provides us a new thought how to realize the intensive economical use of land and to protect arable land. This paper predicts the potential need and supply of the linkage of the increase of city construction land and the decrease of rural residential land in planning target year 2015, 2020 through analysis of the land use structure and population data of 1996 to 2008 in Wuhan metropolitan area. The method used in this paper is the per capita index. We set the year 2008 as the base year of planning and put forward the high, medium and low hook scheme to work out the potential link respectively, and choose the suitable hook plan and propose the relevant policies for Wuhan metropolitan area. The result indicates that when choosing the medium and low hook scheme, Wuhan metropolitan area has the ability to carry out the link work
