Abstract: Opening-up is an important symbol for a country and regional economic integrating with the world. With the integration of regional economy in central Asia and the deepening of the SCO, forming the west opening pattern becomes China multi-directional opening-up inevitable choice. In special humane geographical background, Xinjiang to west opening has the strategic goal, open mode, administrative background, resources and safety environment particularity. Relying on the geographical, political, cultural, economic and trade cooperation of Xinjiang to west open resources, strategic thinking, eventually form an“opening environment stability, opening port more, opening up wide, open level high and far more impact” west open pattern.
