Abstract: The essay analysis strength, weakness, opportunity and threats in the development of the tertiary industry in ecological and economic zone of Dongting Lake, we find that the area’s location and resource are splendid. At the same time, there are so many obstacle factors in this area, such as: Industry, finance, environment, and so on. We find out some way to develop the tertiary industry, such as constructing transportation network,developing the characteristic projects of tourism, improving the financial services, developing high-technology industry, organizing an economic management department which is composed by the three cities to boost the tertiary industry in ecological and economic zone of Dongting Lake.
