Abstract: Gannan Tibetan Autonomous Prefecture is very important for Loess plateau and west Qinling Mountains. The conditions, function and power of urbanization are special in Gannan. It is very important that implementation of priority development strategy of central town on resolving the shortage of construction funds and weak quality in urbanization, coordinating environmental protection and regional development, reducing the costs of migrant herdsmen and share modern civilization. Development of center town, can create good conditions for investment promotion, absorb talents, keep talents, and gain talent resource. Thus the corresponding counter measures to central town are suggested as follows: determine a reasonable urban scale, enhance supply capacity of urban infrastructure and service facilities, grow urban industrial, focus on the construction of urban characteristics, strengthen ecological protection of urban centers.
