Abstract: Xinjiang has been playing an important role in national unity, economic and cultural communication with foreigners for China historically. Because of its vast area, special location and abundant resources, Xinjiang maintains its key position in modern China in many aspects, including politics, economy and social development. For this reason, the central government clearly gives Xinjiang a crucial position in resources supply, national security and geopolitics in national strategy. The proposition of idea of Cycling Xinjiang Economic Region and the opening to the West strategy make Xinjiang’s important position more prominent. They also make the analyzing to function of “Xinjiang’s opening to west” to the opening and development of whole China under the background of globalization more profound and meaningful.
