Abstract:
The purpose of this study is to evaluation the effects of land consolidation based on the “new 3F issues”(i.e. farming, farming area and farmers) perspective. First of all, this paper analyzed the impacts of rural land consolidation to the farmers' rights and interests, rural sustainable stability and agricultural ecological security. Secondly, the effects evaluation index system of land consolidation to the “new 3F issues” was constructed from the macroscopic scale. Finally, the grey target model was introduced to analyze the land consolidation effects on the “new 3F issues”, which taking Jiangsu Province as a case. The results display that the comprehensive effect level of land consolidation to the “new 3F issues” presents is remarkable during the “eleven five” period, but there are more obvious differences between different regions. From the view of comprehensive effect, the evaluation level of the northern Jiangsu area significantly better than that of the Central Jiangsu Area and South Jiangsu Area. From the view of layered effect, Jiangsu Province land consolidation has made remarkable achievements in the maintenance of rural sustainable stability, but it is slightly insufficient in the maintenance of farmer’ rights and interests and agricultural ecological security, neglecting the social risk and ecological risk, which would be triggered during the land consolidation process. Therefore, it is necessary to change current land consolidation mode and improve the land consolidation system and working mechanism, to improve the comprehensive effect of land consolidation
