新疆兵团棉花购销制度的演进和主体利益行为及对策建议

Evolution of XPCG’s Cotton Purchasing and Marketing System, Interests and behavior of Relative Subjects and Countermeasures Recommendations

  • 摘要: 本文分析了新疆兵团棉花购销制度经历的过程,即统购统销阶段(1954-1998年)、双轨制阶段(1999-2005年)、订单收购、统一销售阶段(2006-至今)三个阶段,认为兵团场棉花产业链条中存在购销主体利益分配不协调,棉花生产和价格波动等问题;以及产生问题的根源,即是责权利不对等、行政干预较强、监管缺失、信息沟通不畅。提出了应改革现有体制,强化绩效考核,加强信息沟通和互信,延伸产业链条,加大财政扶持力度,构建合理、高效、各相关主体责权利对等的购销制度的政策建议。

     

    Abstract: This paper analyzes the three historical process of cotton purchasing and marketing system of Xinjiang Production and Construction Corps (XPCG), which is the stage of state monopoly for purchasing and marketing (1954- 1998), the stage of dual- track system (1999- 2005), and the stage of order acquisition and unified marketing (2006 - present). This article thinks that there exist many problems in the XPCG's cotton industry chain, such as the uncoordinated benefit distribution between purchasing and marketing subjects, and the fluctuation on production and cotton price;the paper also finds that the main reasons for which are unequal and conflicted rights and responsibility, the strong administrative interference, lack of supervision, and impeded information communication. Therefore, it is necessary to reform the existing purchasing and marketing system, to strengthen performance appraisal as well as to strengthen information communication and trust, to extent the cotton industrial chain, to increase the financial support, to establish a reasonable and efficient new system for purchase and marketing with equal rights and responsibility
