Abstract: Utilization efficiency on cultivated land and appraisal mechanism are lacked in the context of farmland conservation red line system. This eventually led to the serious abandoning farmland problem and the decline in yield output as well as threats to food security. Facing the problem of lack of urban construction land, we must lower the center of gravity of ensuring food security and link ensuring food security with local urban construction land together to ensure food security. Local government can only gain urban construction land on condition of ensuring food production. This measure may help to improve the efficiency of farmland use. The paper suggests that central government dissects local appraising system and operation rule of ensuring food security and pay their attention mainly to the supervision and evaluation of local food security responsibility to reduce the risk of food security
