Abstract: This thesis expounds the importance and necessity of the thoroughbred promotion application allowance, analysis the positive effect of thoroughbred promotion application allowance in our country on the aspect of improving grain planting area, per unit area yield level, improving crop quality, improving grain benefit and the level of industrialization, and on the questions of the tedious procedure, information asymmetry between government and farmer, lack of farmer feedback mechanism, subsidy standard on the low side. Policy suggestion of the innovation mode of the thoroughbred promotion application allowance of“the area set subsidies”of thoroughbred promotion application subsidies directly associating with the interest of farmers, and also increasing the output, so increasing the subsidies, less increasing in yield, so less the subsidies are put forward
