Abstract: The high- tech industrialization projects of bio- breeding facilitated the application of key bio- technology in agricultural sector, promoted the industrialization of new species of high quality plants and animals, enhanced the comprehensive productivity of agriculture, supported the development of dragon-headed enterprises, and explored the development models of "enterprises, production bases, and farmer households". However, facing the challenges of environmental resource constraints, high costumer requirements, and global gene-transfer technology, the development of bio- breeding sector requires the strategic planning at the macro- level, mobilizing funds from various sources, providing more fiscal support, enhancing the aggregation effects of industries, strengthening the market management, and nurturing the large scale and high tech enterprises on bio- breeding, and doing a better job on the conservation, development, and use of biological resources, and improving the support policies on industrialization of agricultural biobreeding
