Abstract: Heilongjiang Province is famous for its marketable grain, which makes extraordinary contributions during the process of “eight-year continuously increasing”for overall foodstuff production of our nation. However, some problems have emerged gradually in foodstuff production of Heilongjiang Province with the fluctuation of increasing in yield. The paper analyzes the problems of alternate and continuous cropping, policy differences and rising cost, probes into the reasons of the interests, institutions, liquidity, market and organization for these problems based on the perspective of management and economics study, and ultimately gives the countermeasures about building changed planting subsidy, implementing equal docking of agricultural policy, perfecting the transparency of information in the agricultural market system, controlling currency liquidity, improving the degree of the organization and developing agriculture through science and technology
