Abstract: Some of the problems are appeared in China’s rural and agricultural development in the context of industrialization and urbanization, such as the new problems of migrant workers, last generation farmer , low efficiency of agriculture and the problem of rural marginalization. The main reason contributing to this phenomenon is, a significant reduction of rural population due to the shift from rural to urban areas, lead to the result that agricultural modernization level lagged behind the economic system and the social development. So there still need to continue with system and policy innovation to solve the“Three-Dimensional Rural”issue, to continue promote the rural land system and management system innovation, to cultivate modern new farmers, to exchange the backward villages into new village with modern service functions
