Abstract: The cultivated land resources were scarce and the relation between human and land was nervous in Fujian Province. It was an effective action for ensuring food supplies safety, food quality safety, improving land utilization and increasing the income of farmers to manage and utilize cold and soaked field. The views of macroscopical food supplies, macroscopical agriculture and ecology should be insisted on for current management and utilization of cold and soaked fields, and we should adjust measures to choose suitable agricultural production modes according to local conditions. Modern agriculture engineering measures and agricultural technology should be combined to generate effectively potential fertility of cold and soaked fields. We should also coordinate drainage to generate potential fertility and storage water to irrigate and improve comprehensive utilization of water in cold and soaked fields in hill. In addition, relevant policies should be constituted to accelerate the management and reasonable utilization of cold soak into field.
