Abstract: Since 2008, the Guangxi Beibu Gulf of economic zone became the part of developmental strategy of the national overall, this region has become one of the fastest growing regions in the country. At the same time, many new changes were brought to the development of agriculture and rural area, such as the rapid development of urban modern agriculture and specialized cooperative organizations in rural areas, extension of agricultural chain, and the rapid rise of the local agricultural industry clusters, which led to the Increased competitiveness and surge in border trade for the local agriculture. But the current situations of human capital development could not support these changes. The problems of exploitation in agriculture and rural areas are low quality, exodus, unreasonable structure and weak exploitation ability. In view of the above situations, suggestions are given to push the Guangxi Beibu Gulf of economic zone into a comprehensive sustainable development, they are renewing the ideological concept, innovating human capital development pattern and the mechanism, increasing the foundational investment of the human capital, developing vocational education and training in rural areas, transferring surplus rural labor to urban areas, creating the favorable environment for cultivating technology talent in rural areas.
