Abstract:
Agricultural technology integration is a crucial pathway for improving agricultural total factor productivity and promoting green transformation, which inherently demands enhanced policy coordination across sectors and stages. Based on a sample of 266 national-level policy documents, this study employs text mining and content analysis to investigate the governance characteristics of agricultural technology integration in China from the dimensions of policy structure and content. The findings show that: 1) in terms of policy structure, departmental normative and working documents dominate the policy portfolio, with the Ministry of Agriculture and Rural Affairs playing a leading role; however, the proportion of cross-ministerial joint issuances is relatively low; 2) policy themes mainly focus on demonstration platform construction, the upgrading of processing technologies, comprehensive mechanization, and the exploration of green technology models; 3) supply-side instruments are predominantly utilized, followed by demand-side tools, whereas environmental instruments such as laws, regulations, technical standards, and financial support are underrepresented; 4) while strong linkages exist among technology integration, model building, and demonstration promotion, connections among themes such as mechanization, processing, and green development remain weak. Accordingly, this paper suggests improving cross-departmental coordination mechanisms, diversifying technology implementation pathways, optimizing policy instrument portfolios, and strengthening the coherence among policy themes, thereby providing insights for enhancing the efficacy of agricultural technology integration policies.
