农业保险如何影响小麦单产韧性基于县域数据的分析

How does agricultural insurance affect wheat yield resilience: an analysis based on county-level data

  • 摘要: 本文基于1985—2019年河北、江苏、安徽、山东和河南五省份407个县(市、区)的小麦单产数据及相关省级统计数据,综合运用混合分布模型、标准归因模型、空间自回归模型和SinoTERM多区域可计算一般均衡模型,考察农业保险对小麦单产韧性的影响、作用路径及其宏观经济效应。研究发现:1)农业保险对小麦单产韧性的影响呈显著的倒U型特征,较低发展水平下主要表现为财富效应,能够增强单产韧性;随着发展水平提高,风险替代效应逐渐显现,可能转而抑制单产韧性,但样本平均边际效应仍为正。2)作用路径检验结果表明,农业保险主要通过影响低产分量的技术进步速率作用于小麦单产韧性,而对高产分量的影响不显著;分位数回归结果显示,农业保险对低韧性县域的影响更为明显,在高韧性县域中则未表现出显著影响。3)SinoTERM模型模拟结果表明,在“五省定向实施”和“全国外推”情景下,基于样本平均正向效应设定的土地效率冲击均能促进小麦产量、居民消费量和出口量增长,推动小麦价格下降;宏观层面则表现为实际产出小幅增加和总体价格水平小幅下降。本文为分阶段、差异化优化农业保险制度,增强粮食生产系统韧性提供了经验证据。

     

    Abstract: Using wheat yield data from 407 county-level administrative units in Hebei, Jiangsu, Anhui, Shandong, and Henan provinces over the period 1985–2019, together with relevant provincial-level statistical data, this study employs the mixture distribution model, the standard attribution model, the spatial autoregressive model, and the SinoTERM multi-regional computable general equilibrium model to examine the effects of agricultural insurance on wheat yield resilience, the underlying pathways, and the associated macroeconomic effects. The main findings are as follows. First, the effect of agricultural insurance on wheat yield resilience exhibits a significant inverted U-shaped pattern. At relatively low levels of insurance development, the wealth effect predominates and enhances wheat yield resilience; as the level of insurance development rises, the risk substitution effect gradually emerges and may eventually suppress wheat yield resilience. Nevertheless, the average marginal effect over the sample period remains positive. Second, the pathway analysis indicates that agricultural insurance affects wheat yield resilience primarily by altering the rate of technological progress in the low-yield component, while its effect on the high-yield component is statistically insignificant. Quantile regression results further indicate that the effect of agricultural insurance is more pronounced in counties with low levels of resilience, whereas no statistically significant effect is observed in counties with high levels of resilience. Third, simulations using the SinoTERM model show that, under both the “targeted implementation in the five provinces” scenario and the “nationwide extrapolation” scenario, land-efficiency shocks calibrated on the basis of the positive average effect estimated for the sample increase wheat output, household wheat consumption, and wheat exports, while reducing wheat prices. At the macroeconomic level, the simulations indicate a modest increase in real output accompanied by a modest decline in the overall price level. These findings provide empirical evidence for optimizing agricultural insurance policies in a phased and differentiated manner and for strengthening the resilience of the food production system.
