绿色算力建设驱动农业数字化绿色化协同发展的机制研究

Mechanisms of green computing infrastructure construction in promoting the synergistic development of agricultural digitalization and green transformation

  • 摘要: 在“双碳”目标与数字中国战略双重驱动下,绿色算力正成为推动数字化与绿色化协同发展的重要基础设施,但其农业赋能效应尚缺乏系统的因果证据。本文以国家绿色数据中心试点为准自然实验,基于2011—2023年全国249个地级市的3 237个城市-年份观测值,采用渐进双重差分模型考察绿色算力建设对农业数字化绿色化协同发展的影响及其作用机制。研究发现:绿色算力建设显著提升了农业数字化绿色化耦合协调度,纳入控制变量后的估计系数为0.076,且在1%水平上显著,经过平行趋势、样本选择偏误处理、内生性处理及多项稳健性检验后,结论仍然成立。机制检验表明,绿色算力建设主要通过促进数据要素流通、扩大清洁能源应用以及推动绿色算力技术与农业技术融合,提升农业数字化绿色化协同发展水平。异质性分析表明,西部地区的政策效应显著强于东北地区,东部、中部与东北地区的差异不显著;不同批次试点均呈现显著促进效应,但不存在随批次推移而单调增强的特征;不同环保财政支出强度地区之间未表现出显著差异;中等数字普惠金融水平地区的政策效应显著强于低水平地区,而高水平地区与低水平地区的差异不显著。研究结论为优化绿色算力基础设施布局、促进农业数字化与绿色化融合发展提供了经验证据。

     

    Abstract: Driven by the dual carbon goals and the Digital China strategy, green computing infrastructure construction has become an important foundation for promoting the coordinated development of digitalization and green transformation. However, systematic causal evidence on its effects in the agricultural sector remains limited. Using the national green data center pilot program as a quasi natural experiment, this study examines the impact of green computing infrastructure construction on the synergistic development of agricultural digitalization and green transformation and its underlying mechanisms. The analysis is based on 3,237 city year observations for 249 prefecture level cities in China from 2011 to 2023 and employs a staggered difference in differences model. The results show that green computing infrastructure construction significantly improves the coupling coordination degree of agricultural digitalization and green transformation, with an estimated coefficient of 0.076 after controlling for relevant variables, which is significant at the 1% level. The results remain robust after parallel trend tests, corrections for sample selection bias, treatments of endogeneity, and a series of other robustness checks. Mechanism analysis indicates that green computing infrastructure construction mainly promotes the synergistic development of agricultural digitalization and green transformation by facilitating the circulation of data factors, expanding the application of clean energy, and promoting the integration of green computing technologies with agricultural technologies. Heterogeneity analysis shows that the policy effect is significantly stronger in the western region than in the northeastern region, while the differences among the eastern, central, and northeastern regions are not significant. All pilot batches exhibit significant positive effects, but the policy effect does not increase monotonically across batches. No significant differences are observed among regions with different intensities of environmental fiscal expenditure. The policy effect is significantly stronger in regions with medium levels of digital inclusive finance than in those with low levels, whereas the difference between regions with high and low levels is not significant. These findings provide empirical evidence for optimizing the spatial layout of green computing infrastructure and promoting the integrated development of agricultural digitalization and green transformation.
