高标准农田建设政策对耕地利用碳排放的影响研究

Study on the impact of high-standard farmland construction policies on carbon emissions of cultivated land utilization

  • 摘要: 阐明高标准农田建设政策对耕地利用碳排放的影响与作用机制,对优化中国高标准农田建设政策、保障耕地资源健康及绿色低碳利用具有重要指导意义。本文基于2006—2021年中国30个省份的面板数据,测算耕地利用碳排放总量,采用连续型双重差分模型考察高标准农田建设政策对耕地利用碳排放的影响效应及作用机制。结果表明:1)高标准农田建设政策对耕地利用碳排放有显著抑制作用,这一结论在经过一系列稳健性检验后依然成立。2)机制分析结果表明,降低化肥施用强度和农业能源消耗强度是高标准农田建设政策有效抑制耕地利用碳排放增加的重要机制。3)异质性分析表明,高标准农田建设政策对耕地利用碳排放的抑制效应在旱地和水田种植区以及非粮食主产区表现得更为显著。据此,各级政府应继续加大高标准农田建设政策支持力度,并进一步探索农业生产要素投入与高标准农田建设政策的协同机制。

     

    Abstract: This study investigates the impacts and mechanism of high-standard farmland construction policies on carbon emissions from farmland use. It provides significant guidance for optimizing China’s high-standard farmland construction policies and ensuring healthy, green, and low-carbon utilization of farmland resources. Based on panel data from 30 Chinese provinces spanning 2006–2021, this study quantifies total carbon emissions from farmland use and employs a continuous difference-in-differences model to examine the policy’s impacts and underlying mechanism. Results show that: 1) The high-standard farmland construction policy significantly suppresses carbon emissions from farmland use and the conclusion remains robust after a series of stability tests; 2) Mechanism analysis indicates that reducing fertilizer application intensity and agricultural energy consumption intensity are key mechanisms through which the policy effectively curbs increases in carbon emissions from farmland use; And 3) heterogeneity analysis indicates that the suppression effect of the policy is more pronounced in dryland and paddy field cultivation zones, as well as in non-major grain-producing regions. Accordingly, governments at all levels should continue to strengthen policy support for high-standard farmland construction and further explore synergistic mechanisms between agricultural factor inputs and this policy.
