Abstract:
Since their inception, National Agricultural High-tech Industrial Demonstration Zones (Agri-High-tech Zones) have borne the crucial mission of fostering agricultural industrial clusters. Serving as a key platform for comprehensive rural revitalization, the establishment of a strong agricultural nation, and the modernization of agriculture and rural areas, the Agri-High-tech Zones hold significant theoretical and practical importance. This study explores the operational modes and mechanisms through which Agri-High-tech Zones promote the formation and enhancement of agricultural industrial clusters. By conducting field research across nine existing Agri-High-tech Zones, the study elucidates China's "one zone, three parks" agricultural park system and summarizes the development status of industrial clusters within each park. Currently, the development of agricultural industrial clusters across these zones exhibits diversity, yet common challenges persist, such as insufficient innovation momentum, weak industrial chain competitiveness, severe issues with low-quality repetitive construction, and limited resource aggregation capacity. From the perspective of agricultural park collaboration, future efforts should prioritize counties as core regional carriers. Focus should be on constructing innovative mechanisms for collaborative development among agricultural parks, guiding leading enterprises within the parks to assume "chain leader" roles, optimizing the industrial layout of each park, and leveraging agricultural parks to drive county-level innovation and development.
