Abstract:
Reasonable and valid evaluation method about the efficiency of arable land utilization is a key to the accurate recognition the arable land utilization efficiency and the analysis of influencing factors about arable land utilization efficiency can provide directions for its improvement. This paper evaluated the arable land utilization efficiency and analyzed its influencing factors of Hubei Province in 2012 based on the four-stage DEA and Tobit model. Results indicate that: 1) For the whole province, the arable land utilization efficiency is not high because of the low technical efficiency; 2) For Wuhan and Yichang, they are more efficient from the technology and scale perspectives; 3) For Xiangyang and Shenlongjia, they are only efficient in technology; 4) For other regions, they are not efficient from both technology and scale perspectives; And 5) Wuhan and Yichang operate in proper scales, Xiangyang’s scale is too large, and other 14 regions have the potential to increase the scale further. Based on the above findings, this paper also provides the following suggestions to improve the efficiency of the arable land utilization in Hubei, including improving the irrigation and water conservation to strengthen the extent of relative redundancy on arable land resources and labor resources, increasing economic earnings of farmers to decrease oversupply of arable land resources and labor resources, enhancing regional economic development level to improve the arable land resource utilization efficiency, and controlling moderate investment on the mechanics since it has some negative impacts.
