Abstract: Different phases of human civilization witness the development of industrial structures and production organization modes. The Seventh Congress Meeting of the Tibet Autonomous Region established the development strategy of Tibet: to increase the production level in the primary industry, to focus on prioritized sectors in the secondary industry, and to promote the fast development of the tertiary industry. This research seeks to explore the measures to implement the development strategy and to identify the industrial development path with typical Chinese and Tibetan characteristics. Based on the industrial evolution theory and using data from the Tibetan Yearbook and applying the qualitative and the quantitative analysis method, this paper analyzed the characteristics and trends of Tibetan industry at different stages of agricultural, industrial, and ecological civilizations and suggested the theoretical framework and development path for ecological civilization in Tibet. These suggestions include: 1) cultivating ecological culture; 2) developing industry based on advanced knowledge, information, and scientific technology; 3) integrating industrial chains to improve the efficiency of industrial agglomeration; 4) developing sustainable ecological industry; and 5) carrying out ecology education and implementing proper ecological management.
