突破“规模排斥”:农业数字供应链金融何以提升小农户生计韧性?

Breaking “scale exclusion”: how does agricultural digital supply chain finance enhance the livelihood resilience of smallholders?

  • 摘要: 增强小农户生计韧性是促进农户持续增收、防范返贫致贫风险和推进乡村全面振兴的重要基础。本文以现代农业产业园为产业集群场景,基于可持续生计理论和要素配置理论,利用四川省911户园区小农户调查数据,实证考察农业数字供应链金融对小农户生计韧性的影响、作用机制及异质性。研究发现,农业数字供应链金融显著提升了小农户生计韧性,对缓冲能力、自组织能力和学习能力均具有显著正向影响,且对生计韧性较低分位点的作用相对更强,提升农户数字供应链金融实际使用水平同样有助于增强生计韧性。机制分析表明,农业数字供应链金融主要通过促进生产技术升级、加强供应链协作和拓展新产业新业态参与,推动生计要素集约化、协同化和多元化配置,进而提升小农户生计韧性。其影响在二三产业占比较高、政策扶持力度较大、土地细碎化程度较低的园区,以及非农收入占比较高、以经济作物为主的农户中更为明显。农业数字供应链金融对不同经营规模小农户均具有显著正向影响,且组间差异不显著,未呈现明显的“规模排斥”。本文揭示了产业集群情境下农业数字供应链金融影响小农户生计韧性的要素配置机制及作用条件,可为依托现代农业产业园优化数字金融服务供给、促进小农户衔接现代农业提供参考。

     

    Abstract: Enhancing the livelihood resilience of smallholders provides an important foundation for sustaining their income growth, preventing their return to or descent into poverty, and advancing comprehensive rural revitalization. Taking modern agricultural industrial parks as an industrial cluster setting, this study draws on sustainable livelihoods theory and factor allocation theory and uses survey data from 911 smallholder households in Sichuan Province to empirically examine the effects of agricultural digital supply chain finance on smallholder livelihood resilience, as well as the underlying mechanisms and heterogeneity of these effects. The results show that agricultural digital supply chain finance significantly enhances smallholder livelihood resilience, with significant positive effects on buffering capacity, capacity for self organization, and learning capacity. The effect is relatively stronger among smallholders at lower quantiles of livelihood resilience. A higher level of actual use of agricultural digital supply chain finance also contributes to greater livelihood resilience. The mechanism analysis shows that agricultural digital supply chain finance enhances smallholder livelihood resilience by promoting technological upgrading in agricultural production, strengthening supply chain collaboration, and expanding participation in new industries and new forms of business. These pathways facilitate a more intensive, coordinated, and diversified allocation of livelihood factors. The effects are more pronounced in parks with higher shares of secondary and tertiary industries, stronger policy support, and lower levels of land fragmentation, as well as among households with higher shares of nonfarm income and those primarily engaged in cash crop production. Agricultural digital supply chain finance has significant positive effects on smallholders across different farm size groups, with no significant differences between groups, indicating no evident scale exclusion. This study reveals the factor allocation mechanisms and conditions through which agricultural digital supply chain finance affects smallholder livelihood resilience in an industrial cluster setting. The findings provide a reference for optimizing the provision of digital financial services through modern agricultural industrial parks and facilitating the integration of smallholders into modern agriculture.
