数字素养能否提升农户家庭经济韧性基于CFPS数据的实证分析

Can digital literacy enhance the economic resilience of rural households: an empirical analysis based on the CFPS data

  • 摘要: 在巩固拓展脱贫攻坚成果同乡村振兴有效衔接的重要时期,立足经济高质量健康发展目标,着力提高农户家庭经济韧性至关重要。本研究基于2012—2022年中国家庭追踪调查数据(CFPS),采用双向固定效应、中介效应、倾向得分匹配法(PSM)等实证方法检验数字素养对农户家庭经济韧性的影响及其作用机制。结果表明:1)数字素养能显著提高农户家庭经济韧性。分维度而言,数字接入素养、数字认知素养和数字应用素养均能促进农户家庭经济韧性提升,且提升效应依次为数字接入、数字应用和数字认知素养;2)提高信贷可得性、扩大社会资本和促进非农就业是数字素养提高农户家庭经济韧性的关键传导机制;3)异质性分析发现,相较于女性、高受教育水平和高收入家庭,数字素养对男性、低受教育水平和低收入家庭经济韧性的提升作用更大;4)门槛效应检验发现,数字素养对农户家庭经济韧性的影响存在基于家庭互联网普及率的单一门槛效应,当跨过相应的门槛值后,数字素养对农户家庭经济韧性的提升作用进一步增强。据此,提出建立健全数字素养培育体系、拓宽农户数字红利的多元转化渠道、构建包容性的数字红利分配机制和推动乡村数字基建重心转型等政策建议。

     

    Abstract: During an important period when consolidating the results of poverty alleviation and effectively connecting rural revitalization, it is crucial to focus on improving the economic resilience of rural households based on the goal of high-quality and healthy economic development. Based on the longitudinal data from the China Family Panel Studies (CFPS) between 2012 and 2022, this study employs empirical frameworks including the two-way fixed effects, the mediation analysis, and the Propensity Score Matching (PSM) models to examine the impacts of digital literacy on rural household economic resilience and its underlying mechanisms. Results indicate that: 1) digital literacy can significantly improve the economic resilience of rural households, dimensionally, digital access literacy, digital cognitive literacy, and digital application literacy all contribute to enhancing the economic resilience of farm households. The magnitude of these enhancing effects is observed in the following order: digital access literacy, digital application literacy, and digital cognitive literacy; 2) improving credit availability, expanding social capital and promoting non-agricultural employment are the key transmission mechanisms for digital literacy to improve the economic resilience of rural households; 3) heterogeneity analysis found that relative compared with women, high-educated families, and high-income families, digital literacy has a greater effect on improving the economic resilience of men, low-educated families, and low-income families; 4) threshold effect testing revealed that the impacts of digital literacy on the economic resilience of farming households exhibits a single threshold effect based on the household internet penetration rate. Once the corresponding threshold value is crossed, the enhancing effect of digital literacy on the economic resilience of farming households further increases. Based on the above findings, this paper puts forward the following policy recommendations: establishing and improving a digital literacy cultivation system, broadening multiple channels for farmers to convert digital dividends, constructing an inclusive digital dividend distribution mechanism, and shifting the focus of rural digital infrastructure development.
