地方政府竞争对畜牧业减污降碳协同发展的影响研究

The effect of local government competition on the synergistic pollution and carbon reduction in animal husbandry

  • 摘要: 地方政府是畜牧业绿色发展的核心推动者,探究地方政府竞争对畜牧业减污降碳协同发展的影响和作用机制,对实现我国环境污染治理和“双碳”目标具有重要意义。该研究基于2007—2022年中国17个省份的面板数据,运用空间杜宾模型和中介效应模型,分析了地方政府竞争对畜牧业碳排放、污染排放和减污降碳协同发展的影响及作用机制。研究发现:1)地方政府竞争显著促进了本地和周边地区畜牧业减污和降碳,且兼具减污降碳协同发展效应。2)命令控制型环境规制、市场激励型环境规制和公众参与型环境规制在地方政府竞争与畜牧业减污降碳协同发展之间发挥中介效应。3)异质性分析表明,地方政府竞争对本地畜牧业减污降碳协同发展的直接效应在非干旱区、经济发展水平较高省份及畜牧大省更为显著;而在非干旱区、经济发展水平较低省份及畜牧大省,其空间溢出效应则更为显著。因此,在发挥地方政府竞争对畜牧业减污降碳协同发展的促进效应时,应注重区域间资源禀赋差异,强化环境规制的促进作用,助力畜牧业实现绿色低碳协同发展。

     

    Abstract: Local governments are the core drivers of green development in animal husbandry. Investigating the impact and mechanisms of local government competition on the synergistic development of pollution reduction and carbon emission reduction in animal husbandry is crucial for achieving China’s environmental pollution control and “dual carbon” goals. This study, based on panel data from 17 provinces in China from 2007 to 2022, applies the spatial Durbin model and mediation effect model to analyze the influence of local government competition on carbon emissions, pollution emissions, and their coordinated reduction in animal husbandry. The results indicate that: 1) Local government competition significantly promotes pollution reduction and carbon emission reduction in both local and neighboring areas, and facilitates their synergistic development. 2) Command-and-control environmental regulations, market-incentive environmental regulations, and public-participation environmental regulations act as mediators between local government competition and the coordinated development of pollution and carbon emission reduction in animal husbandry. 3) Heterogeneity analysis shows that the direct effect of local government competition on the coordinated development of pollution and carbon reduction in local animal husbandry is more pronounced in non-arid areas, provinces with higher economic development levels, and major animal husbandry provinces, whereas the spatial spillover effect is stronger in non-arid areas, provinces with lower economic development levels, and major animal husbandry provinces. Therefore, to fully leverage the promoting effect of local government competition on the coordinated reduction of pollution and carbon emissions in animal husbandry, regional differences in resource endowments should be considered, and the role of environmental regulations should be strengthened to support the green and low-carbon development of the sector.
