农业新质生产力形成的理论机理和实现路径:“寿光模式”的纵向案例研究

Mechanism and realization path of formation of new quality productive forces of agriculture: a longitudinal case study based on Shouguang model

  • 摘要: 加快发展农业新质生产力,推进中国式农业现代化进程,已经引起学术界和业界的广泛关注。基于注意力基础观、制度逻辑和资源编排理论整合的视角,采用纵向案例研究的方法,探讨了寿光市农业新质生产力的催生和发展历程,这一发展模式被称为“寿光模式”。研究表明:1)一个地区农业新质生产力发展的有效路径是主导产业的培育、绿色发展、平台创建,直至形成农业新质生产力;2)在各个发展阶段中,注意力的配置和聚焦方向始终贯穿着对技术要素和增收致富的诉求,制度逻辑形成了对发展的认同,资源编排形成了资源的转化能力;3)农业新质生产力的发展过程是人才、土地、科技、资本和数据等资源要素创新组合的过程,突破了传统农业的边界。研究过程揭示了农业新质生产力形成的内在机理,推进了资源编排理论的深化,研究结论为各地区因地制宜发展农业新质生产力提供了参考和借鉴。

     

    Abstract: The acceleration of the development of new quality productive forces in agriculture and the advancement of Chinese-style agricultural modernization have gained widespread attention in both academia and industry. Based on an integrated framework of the attention-based view, institutional logic, and resource orchestration, this paper adopts a longitudinal single-case study approach to explore the emergence and development of new quality productive forces in agriculture in Shouguang. This development model is referred to as the Shouguang Model. The study finds that: First, an effective path for the formation of new quality productive forces in agriculture at the regional level involves cultivating a dominant industry, promoting green development, and establishing platforms until the new quality productive forces are formed. Second, throughout various stages of development, the allocation and focus of attention consistently address the demands for technological elements and income generation. Institutional logic fosters alignment with development, and resource orchestration facilitates the transformation of resources. Third, the development process of new quality productive forces in agriculture is an innovative combination of resource elements such as talent, land, technology, capital, and data, breaking through the boundaries of traditional agriculture. This paper reveals the internal mechanisms behind the formation of new quality productive forces in agriculture and contributes to the further development of resource orchestration theory. The conclusions provide valuable insights for the development of new quality productive forces in agriculture tailored to local conditions in different regions.
