      农地流转是优化山区土地资源配置,增加农民收入的重要途径,然而农地流转是否能够提高山区农户农业生产的效率与公平仍缺乏农户案例研究。文章基于重庆市3个典型山区县的调研数据,构建OLS回归模型,分析山区农地流转在效率和公平两方面的作用,并以劳动力投入农业生产时长和劳动力平均年龄为工具变量,通过2SLS模型控制了内生性问题。结果表明:在目前山区农地流转现状下,净转入土地面积与农业生产效率存在显著的正相关关系,而与人均耕地面积呈显著的负相关关系,说明山区农地流转将耕地从人均土地充足的家庭流向人均土地稀缺的家庭,从农业生产效率低的家庭流向农业生产效率高的家庭,进而提高了山区土地配置的效率和公平。同时,本文还发现劳动力占比、牲畜数量、非农收入占比与净转入土地面积有显著的影响。基于此,提出规范山区农地流转市场;鼓励种田能手扩大经营规模;鼓励山区部分农户非农转型等政策建议。
英文摘要:
      Farmland circulation is an important way to optimize the allocation of farmland resources and to increase farmers’ income in mountainous areas. However, whether farmland circulation can improve the efficiency and equity of agricultural production in mountainous areas is still lack of households’ case studies. Based on a survey data of three typical mountainous districts and counties in Chongqing, this paper constructed an OLS regression model and analyzed the role of farmland circulation in promoting agricultural production efficiency and equity in mountainous areas. The duration of labor input into agricultural production and the average age of labor force were used as instrumental variables to control the endogeneity problem by the 2SLS model. Results show that under the current situation of farmland transfer in mountainous areas, there is a significant positive correlation between the net transfer-in land area and the agricultural production efficiency. However, there is a significant negative correlation between the net transfer-in land area and per capita cultivated land area. This indicates that farmland flows from families with sufficient per capital land to families with limited per capital land, and from the families with low agricultural production efficiency to the families with high agricultural production efficiency, leading to the increased efficiency and equity of land allocation in mountainous areas. At the same time, it is also found that the proportion of labor force, the number of livestock, and non-agricultural income have significant effects on the net transfer-in land area. Therefore this paper suggests to standardize the farmland circulation market in mountainous areas, to encourage skilled farmers to expand their operation scales, and to encourage non-agricultural transformation of some rural households.
