      基于供给侧结构性改革的视角,剖析当前我国乳业转型发展的困境与面临形势,探讨供给侧结构性改革视角下我国乳业转型发展的路径与对策。研究发现,我国生鲜乳供给存在着生产成本高,效率低;价格波动起伏,稳定供给能力不足;资源环境压力不断加大的发展瓶颈。乳品供给则面临着供给价格总体偏高;产品结构升级与市场需求错配;供给质量不断提升,但发展形势依旧严峻等现实困境。在国内消费需求放缓、消费结构转型升级、各类高、中、低挡进口乳品加速渗透且质量参差不齐的大背景下,推进我国乳业转型发展应从提高生鲜乳生产效率,降低全产业链成本;构建合理的利益分配机制,保障生鲜乳稳定供给和价格平稳;调整优化产品结构,适应市场需求变化等方面转变产业发展方式,实现产业转型升级。

      This paper analyzed the dilemma, circumstance and countermeasures of China’s dairy industry from the perspective of structural reform on the supply side. Results show that there are several problems in the supply side of fresh milk, including high cost, low efficiency, continuous price fluctuation, insufficient supply capacity, and increasing high pressure on resources and environment. On the supply side of dairy products, there are also several dilemmas, including much higher price compared with the price of the consumption side, the contradiction between upgrading dairy products and lower demand level of dairy products, and the stable quality of infant formula milk powder confronting consumers’ distrust. In the context of decreasing domestic consumption, transformation and upgrading of dairy product consumption structure, and accelerated penetration of imported dairy products of various and uneven quality, to promote the transformation development of China’s dairy industry, this paper suggests: to improve the production efficiency of raw milk, to reduce the cost along the supply chain, to construct a reasonable profit distribution mechanism among different links, to guarantee the supply of raw milk with stable price, and to adjust and optimize the product structure to adapt to market changes.
