      奶农良好的质量控制认知与行为对于提升原奶质量、实现奶业的可持续健康发展具有重要意义。基于认知行为理论,利用10省(自治区)奶农的实地调查数据,从投入品质量控制、生产过程质量控制、环境质量控制和质量协同控制等4个维度8个方面分析奶农质量控制认知与行为关系,明确质量控制现状与存在的问题,探索问题产生的原因。结果表明,受访者对疫病传播途径有良好的认知,普遍认同质量协同控制的必要性,但对投入品标准、原奶质量标准、设施配置标准、疫病防控技术要点、养殖档案建设标准、饲养环境标准和行为福利标准等认知水平相对较低。在投入品质量控制、原奶质量标准执行、设施配置选择、疫病防控、养殖档案建设、环境卫生维护和行为福利条件改善等行为不够规范甚至存在缺陷与漏洞。研究表明,奶农质量控制认知在一定程度上支配着行为,认知能力差、专业技能低、标准不够统一和信息不对称是阻碍奶农质量控制认知与行为提高的主要原因。因此,从拓宽认知渠道、加强奶农培训、增进合作程度和充分发挥监管部门作用等方面提出了进一步规范与改善奶农质量控制认知与行为的对策建议。

      Dairy famers’ good cognition and behaviors of quality control are critical to improve the quality of raw milk and promote the sustainable development of dairy industry. Based on the theory of cognitive behavior and the survey data from 10 provinces or autonomous regions, this paper analyzed the relationship between quality control cognition and behaviors of dairy farmers, clarified the quality control status and the existing problems, and explored the causes from 8 aspects in 4 dimensions, including input quality control, production process quality control, environmental quality control and quality cooperative control. Results show that the cognition of disease transmission is good. It is widely accepted that cooperation with dairy processing enterprises is necessary. But the cognitive level about inputs, raw milk quality, facility configuration, the key points of disease prevention, breeding archives construction, feeding environment and behavior welfare are relatively low. While the quality control behaviors of inputs, implementation of raw milk quality standards, choice of facility configuration, disease prevention, breeding archive construction, environment maintenance, and animal welfare conditions improvement are not normative and even deficient. The study also finds that dairy farmers’ cognition, to some extent, influences their behaviors, and poor cognitive ability, low professional skills, lack of uniformed standard and information asymmetry are the main reasons to hinder the improvement of quality control cognition and behaviors of dairy farmers. To solve the above problems, this paper suggests to further regulate and improve the quality control cognition and behaviors of dairy farmers by expanding the cognition channel, strengthening farmers’ training, improving cooperation, and enhancing the supervision of implementing all the related regulations.
